1. Purpose of the Tender
As part of the development of public infrastructure dedicated to Area A of the Pointe-Noire Special Economic Zone (ZES), construction works are planned for the access road to the Pointe-Noire Special Economic Zone (ZES-PNR), connecting RN4 (formerly RN5) to the Phase 1 ZES site.
An Open Invitation to Tender is therefore launched for the execution of these works.
2. Summary Description of the Works
The works involve the construction of a strategic access road of approximately 2 km linking RN4 to the Pointe-Noire Special Economic Zone (Phase 1), including in particular:
- Preparatory works and site installation
- General earthworks
- Subgrade, foundation, and base course layers
- Road pavement surfacing
- Construction of the intersection with RN4
- Drainage and sanitation structures (gutters, box culverts, culverts)
- Road safety installations
- Horizontal and vertical signage
- Public road lighting
- Related developments and equipment
- Environmental and social mitigation measures during construction
A mandatory site visit will be organized on February 18, 2026, meeting point:
“Total Station opposite Kactus – Pointe-Noire.”
Participation costs shall be borne by the bidders.
3. Lot Structure
The contract consists of:
Single Lot: Construction works for the ZES access road – Pointe-Noire – RN4 (PICP).
4. Procurement Procedure
The procedure will be conducted through an Open Invitation to Tender in accordance with national public procurement regulations and is open to all eligible bidders.
5. Participation Conditions
Eligible participants include companies or consortia that:
- Are legally established
- Have proven experience in major road construction works
- Have completed at least three (03) similar projects (paved roads / industrial access roads / national roads)
- Possess sufficient financial, technical, and material capacity
Detailed criteria are specified in the Tender Documents.
6. Tender Documents
Interested bidders may obtain the complete Tender Documents in French by submitting a written request to the above address upon payment of a non-refundable fee of five hundred thousand (500,000) CFA francs.
Payment must be made by cash deposit into the account titled “THANOS COMPANY”, opened at BSCA Bank / Brazzaville, indicating the reference of this tender file, with the following details:

7. Submission of Bids
Bids must be submitted to the address below no later than February 27, 2026 at 12:00 noon (local time).
Electronic submission will not be permitted. Any late submission will be rejected.
Bids will be opened in the presence of bidders’ representatives who wish to attend at the same address at 1:00 p.m. local time.
8. Bid Security
Bids must include a bid security amounting to 2% of the submitted bid price.
Qualification requirements are detailed in the Tender Documents.
9. Completion Period
The selected bidder(s) must complete the works within a maximum period of 12 months from the date of notification of the notice to proceed.
